Who We Are

Portland Street Art Alliance (PSAA) is a 501(c)(3) non-profit organization based in Portland, Oregon, providing services across the Pacific Northwest.

Our mission is to advance street art culture by empowering artists to activate the spaces where we live, work, learn, and play.

Since 2012, PSAA has transformed the Pacific Northwest's public art landscape through hundreds of mural projects, educational programs, and community events that make art accessible to all. We provide street artists with essential resources, professional development, and networking opportunities while advocating for more equitable and inclusive policies with civic leaders and stakeholders. By fostering place-based programs and partnerships, we create vibrant communities where art thrives and artists flourish.


Network. Build platforms that support the networking, involvement, and nurturing of a diverse community of local, regional, and international artists. Connect artists with community members, businesses, and corporations to involve the public and facilitate commissioned work, collaborative projects, and volunteer opportunities.

Educate. Educate the public about the history and significance of street art. Make street art more accessible to the general public by providing access to resources, interpretive tours, educational materials, and forums.

Research. Document and preserve the rich heritage of public art by educating the public of its importance and involving communities in restoring historic murals. Compile, collect, and publish empirical data on street art to promote progressive urban policies which support this craft and artistic community.

Organize. Organize events and artistic interventions which focus on the creation of collaborative street art, building awareness, and appreciation of street art and related traditions.

EXECUTIVE Director

TIFFANY CONKLIN | EXECUTIVE DIRECTOR

Tiffany Conklin co-founded Portland Street Art Alliance in 2012 alongside Board President Tomás Valladares, bringing a distinctive vision that bridges art, urban planning, and community engagement. With a background that uniquely positions her to lead a public arts organization, Tiffany holds degrees in Cultural Anthropology & Sociology (BA, University of South Florida) and Urban Studies with a specialty in Public Space (MA, Portland State University). Her 20+ years in research, including positions at Nielsen and as a project manager at Portland State University's Survey Research Lab, inform PSAA's data-driven, community-centered approach to public art. Tiffany leverages this expertise to ensure that PSAA's work reflects authentic community voices and creates meaningful engagement in public spaces. As Executive Director, Tiffany oversees all organizational operations, from commissioned artworks and community art projects to educational programming, public policy consultation, and innovative public engagement initiatives that transform how communities interact with art in their everyday environments.


STAFF & CONSULTANTS

SARA SJOL | CREATIVE & COMMUNICATIONS MANAGER

Sara Sjol is PSAA’s Communications Manager. Along with managing PSAA’s PR and social media, Sara is PSAA’s in-house photographer and designer. Sara has over a decade of experience working in the arts and 20 years of graphic design experience. Sara is also a visual artist and active in the Portland arts community. She was the founder of The Recycled Rain Project, a group art show that created works using rainwater to raise environmental awareness and funds for environmental charities.


ELIZABETH ELLISON | PROJECT MANAGER

Elizabeth Ellison is a dynamic and multifunctional Project and Operations Manager with deep expertise in strategic consulting services spanning the creative industries; arts and culture, design, retail and entertainment. As lead and visionary of Portland's Better at Business Together Summit, she has spent the last decade of her career passionately dedicated to contributing to the success of nonprofits, local small businesses and mission-driven organizations.


Camila Salcedo | Grant Writer

Camila Salcedo is a Venezuelan-born interdisciplinary artist based in Toronto, Canada. Camila has six years of experience as a grant writer assisting artists, collectives, and artists with disabilities in successfully securing funding from Canada’s federal, provincial, and local granting bodies. Camila holds a BFA with a minor in Art History from NSCAD University and graduated as a full-tuition holder and valedictorian of the Class of 2018.

 

JACQUELINE BELLIVEAU | ADMINISTRATIVE ASSISTANT

After working over 30 years in the IT and Human Resources fields, Jacqueline retired and now assists PSAA with administrative work.

JACK LEVY | Legal Advisor

Jack represents contractors and design professionals in litigation and transactions. He assists PSAA pro-bono with contracts and other legal issues. Jack is a big advocate for the arts, calling PSAA’s Taylor Electric Project his “happy place.”

THOMAS LUEBBE | IT support specialist

After working as a Technical Product Marketing Manager and other varied roles within the IT field, Thomas now assists PSAA part time with IT support and database management.


BOARD OF Directors

Tomás Valladares | PRESIDENT OF THE BOARD

Tomás Valladares is one of PSAA’s Founding Directors. As a Cuban-Venezuelan, Tomás is fluent in both English and Spanish. Tomás has worked as a producer and videographer since 2008, and holds a Masters in Arts Administration and Media Management from the University of Oregon. Tomás has helped manage art galleries including White Box and One Grand in Portland. Tomás is currently a Senior Creative Producer at Swift.


Galen MALCOLM | FOUNDING MEMBER

Galen Malcolm’s art practice includes abstract and gestural forms, characters, and wildstyle lettering. Galen manages rotating public art spaces in Portland and has long standing connections in the community. Galen completed a Bachelors in Liberal Studies, Sociology & Graphic Design at Portland State University. Galen has assisted PSAA since its founding and continues to support community project site logistics. 


HUNTER SHOBE | BOARD MEMBER

Dr. Hunter Shobe is a Geography Professor at Portland State University. His courses focus on cultural geography, sense of place, urban landscapes, public space, and geographies of graffiti. Dr. Shobe has written several academic journal articles including, “Zero Graffiti for a Beautiful City: The Cultural Politics of Urban Space in San Francisco” and “Geographies of Graffiti Abatement: Zero Tolerance in Portland, San Francisco, and Seattle.”


DEANGELO RAINES | BOARD MEMBER

DeAngelo “DeLo” Raines is 3rd generation Portlander, a producer, DJ, contemporary artist, and art director. DeLo has supported new and emerging brands, artists, and music performers for decades as a native third-generation Portlander. A recognized member of Portland’s nightlife, music, art, entertainment communities. Previous initiatives include SERVICE, an underground venue for film, photography, and events; and ART NOT CRIME, a community organization built to teach underserved youth art through the lens of graffiti.


Diversity, Inclusion and Equity Statement

Street art, by its nature, is an inclusive artform that celebrates, promotes, and reflects the achievements and messages of community artists from diverse cultures, heritages, and backgrounds. Street art provides access to artistic expression for the entire community, not just a privileged few who have access to museums, galleries, and private collections of art.    

As a starting point, each of our board members, employees, and volunteers are required to value and respect each other, artists, and others with whom we engage with in our work, whatever their gender, race, ethnicity, national origin, age, sexual orientation or identity, education, income level, or disability.  We commit to address instances of disrespect and intolerance where we find them.  We value diversity, inclusion, and equity when filling roles on our board of directors and hiring contractors.  

But more than words, diversity, inclusion, and equity are foundational to the street art and culture that PSAA helps create and support. We seek to work with persons from diverse and underrepresented communities when engaging artists and others in our projects.  Through our educational programs and community outreach, we strive to provide educational opportunities that dispel myths and stereotypes about street art culture and those who drive it. We are not afraid to challenge systemic inequities with the artistic messaging we create and help promote.  We advocate for diverse and underrepresented artists in the communities we serve. We celebrate and embrace differences. We seek to promote artwork through our projects that provides voice to diverse perspectives, artwork that promotes messages championing diversity, inclusion, and equity.

Policy on Non-Involvement in Active Criminal Cases

This policy outlines Portland Street Art Alliance's stance on refraining from involvement in active criminal cases to ensure that we remain impartial, mission-focused, and compliant with applicable laws and ethical standards. As an arts nonprofit, PSAA prioritizes our resources and efforts toward achieving our mission. Support will not extend to legal advocacy, commentary, or intervention in legal processes. In alignment with our values and to maintain neutrality, PSAA does not engage in, comment on, or provide support for matters related to active criminal investigations, prosecutions, or proceedings. While we empathize with individuals impacted by criminal cases, any assistance provided will focus exclusively on areas directly aligned with our mission. Any inquiries related to active criminal cases will be referred to legal counsel or designated representatives, ensuring all responses are consistent with this policy. This policy does not preclude PSAA from addressing broader systemic issues that intersect with our mission, provided such efforts do not pertain to specific, active criminal cases. If legally required (e.g., through subpoena or court order), PSAA will cooperate with law enforcement or judicial authorities, while maintaining compliance with applicable privacy and confidentiality laws.

Confidentiality Policy

Portland Street Art Alliance is committed to protecting the privacy and confidentiality of all individuals we work with. Information shared with us in the course of our work, including personal, artistic, or organizational details, will be treated with the utmost care and discretion. Confidential information is stored securely, with access limited to a small set of authorized personnel only. Electronic and physical records are managed in compliance with applicable data protection laws. PSAA provides training to staff and representatives on confidentiality practices and the handling of sensitive information. Unauthorized disclosure of confidential information may result in disciplinary action, up to and including termination of employment or affiliation. PSAA does not voluntarily provide information to law enforcement or other governmental authorities unless legally obligated to do so (e.g., through a valid subpoena or court order). In the event of a legal request for information, the organization will consult with our legal counsel to ensure compliance with applicable laws while safeguarding the rights and confidentiality of the affected parties.
